Windows won't start up

I own an Acer Aspire One. When I turn it on nothing happens. I just get a black screen with a cursor blinking in the upper left hand corner. When I try to use the system recovery I either get a blue screen with the message-

STOP: c000021a {Fatal System Error}
The Windows Logon Process System terminated unexpectedly with a status of 0x00000402 (0x00000000 0x00000000).
The system has been shut down."

or a message box that says -

Cannot format the object drive.

PLEASE help.

Press ALT+F10 at boot up. You will be presented with a screen for system recovery. See if that works.

It starts to format my drive but I get a message saying that I cannot format the object drive.
