opera will not load the voice software

opera keeps telling me it needs to download a file to speak to me but when the download starts it tells me it could not download the file I had opera loaded before and working and I took out opera and reinstalled the program.the first time I had it loaded it did talk to me.

Disable then Re-enable Opera Voice.

Uninstall Opera and install the previous version you had to test.
