As far as links being safe I have been using Web of Trust Safe browsing utility. As far as advising about a link this utility applies when using a search engine such as Google. In the search results it will rate the safety of each search result link: Green circle = safe, yellow circle = be careful, red circle = keep away. This utility will also warn you if you attempt to go to a site that has been rated as unsafe. This, combined with Avasts' webshield has really come in handy many times.
