"Disk Defragmenter could not start"

whenever i try to use disk defragmenter, it says "Disk Defragmenter could not start". Im not sure why, can anyone help me out.

Most probably because a malware disabled page files on your system.

1. Start the Control Panel System applet (go to Start, Settings, Control Panel, and click System).
2. Select the Advanced tab.
3. Under the Performance section, click Settings.
4. Select the Advanced tab.
5. Under the Virtual Memory section, click Change.
6. Select Automatically Manage Paging Files For All Drives.
7. Click OK.

If it doesn't work, how much free space do you have on the drive you are trying to defrag?

Also have you tried a chkdsk? Start >> Run >> CMD /K chkdsk c: /r

Under the virtual memory section, i clicked change but there was no "Automatically Manage Paging Files For All Drive".

i also just tried to do the chkdsk and it said that it couldnt run because the volume was in use by another process. It asked if i wanted to schedule the volume to be checked next time the system restarts. What should i click?
