Blue HP screen and pc wont start without f8

If I try to restart my pc I get a blue screen with a HUGE HP in the middle and it wont go any farther and the esc key does nothing I have to keep pushing the f8 then pc information on black screen would come up then I would have to keep pushing f8 and after a few minutes the pc would start normal and this happens every time I restart my pc.. I just had a power supply go out and had to put in a new one..  The computer seems to run perfectly normal once I jump through all those stupid hoops to start it. Please any ideas what could be causing this ?

Is there a chance you could post picture of the screen that is getting stuck.

If the computer is getting stuck at part were HP logo is displayed then pressing F8 key should not resolve the problem are you sure computer is not having blue screen of death.

Can you reset the BIOS setup to its factory default setup.

Your computer may have faulty component you need to test the most common components that will malfunction create yourself a memtest86+ bootable CD. Scan RAM's for errors make sure to run the extensive scan at least 5 times reason is some times faulty RAM modules only malfunction when its temperature get very high. Create a HDD Diagnostic Tool you can found your computer connected brand of HDD Diagnostic Tool from the website of your computer connected HDD manufacturer website. First run a Quick scan to view result of the HDD SMART health report and run the Longer scan to repair all HDD surface errors. You can also stress test your graphics card, you can run a graphics benchmark utility like 3DMark. The benchmark will stress your graphics card and, if it’s overheating or failing under load, you’ll see graphical problems, crashes, or blue screens while running the benchmark. Check heat levels of your computer. Overheating can result in blue screens, crashes, and abrupt shut downs. Your computer may be overheating because you’re in a very hot location, it’s ventilated poorly, a fan has stopped inside your computer, or it’s full of dust. You can  monitor computer own internal temperatures you can use system information utilities such as SpeedFan or Speccy. Some UEFI BIOS also has a feature that allow you to view  internal temperatures. If you can login to Windows try Safe Mode if you cannot login to Windows, upload the memory dump files to file sharing site for me to download.

Wow, Ok first that is all German to me and didn't seem to make much sense.  Second yes I know it is not the blue screen of death.. Third I have no problem at all with my pc once I get it started in normal mode.  No noise.  no shut down fans, no heat, no fans being on excessively, no crashes, no graphics problems. It is the HP logo with a small thing at the top that says to hit the esc key for loading options but that does nothing..   then it goes to black screen with just a single little _ flashing then will go to a screen I do not usually see that just gives computer info like ram and video card and such which is also on a black screen then it will finally go to the normal screen when you do a hard shut down which asks you if you want to start normal or in safe mode or run repair ( which I can not do because I do not have a windows disk )  It is a brand new video card and I have no graphic problems even when running WoW, Archeage, and Final fantasy 14 online at the same time. There is also no strange noises coming from my computer.. There was but that was my power supply and that noise is gone since I replace the power supply.. I have blown all dust out of my pc before replacing the power supply, all fans are working I have reread your post 5 times and only bits and pieces make any sense: Bootable cd, HDD diagnostic tool, HDD smart health report, UEFI BIOS..huh?  I will stress test my graphics card and check pc temp those are the two things that I understood clearly.

Make sure to check your hard disk drive SMART health report.

Your hard disk drive malfunctioning and could fail to work any time you should backup your personal files to different storage drive. If you want you can use your hard disk drive brand diagnostic tool to confirm hard disk drive is failing and see if surface errors can be repaired. I suggest you purchase new hard disk drive.
