Can't get online through Internet Explorer-Microsoft Visual C++ Runtime Error!

I am unable to get onto the internet through internet explorer. The error message (pop up window)that I keep receiving after a bit of time where a blank ie window appears that says "connecting" is...

I do not have any other web browsers such as Firefox installed on this laptop currently.

I am running Windows XP Professional SP3
