cant restore my dell PC? Windows XP and IE 8 Dell 5150 desktop
upon shut off and on again it starts to move the horizontal % line and then shuts down half of the way .cant any one help me ASAP thank you Mrs Suzonka

Sounds like video card or bad power supply!
