Remove Norton without internet connection

In an effort to install Cox security suite, one of the routes I took was to do a system restore to try to get to the point before Norton was installed. When I did the system restore, for some reason I think Norton, which was installed on the date I did the restore to, is blocking the internet connection. Is there any way to remove Norton without an internet connection?
