fȋxed Virus, Can't Connect When Using IE or Firefox?

Hello,
About a couple a days ago, i had a virus called "Total Security 4.52", which i believe is the newest version out. Furthermore, I believe I have gotten rid of it by using the Malware anti virus. I've been scanning and nothing has come up to I'm led to believe i've gotten rid of it. So my internet signal is excellent, but when i click on Firefox or IE to browse it says page cannot be found? Any help will be appreciated!!!

Open CMD, Reset WINSOCK entries to installation defaults by typing: netsh winsock reset catalog

Reset TCP/IP stack to installation defaults by typing: netsh int ip reset reset.log

Restart your PC.

If it doesn't work, download Winsock XP Fix from here, save it to your Desktop.

Double click on the exe on your Desktop.
Press the "Fix" button, then restart again.

See if you can connect now.

Yea tried what you told me to do, actually tried both methods and it didn't work........So is my only option is to Re-install windows???
