CD RW drive not getting any power

I have an older Phillips CDRW drive in my machine along with my DVD drive - for a while now - years, even, it just wont open - I dont leave it out because it is service as a 'space filler' but I know its not my cable or power supply because I swapped the disc drives and the dvd drive works fine on either end of the cable -

I am kind of thinking its just dead - any thoughts?

yep, since everything else is working fine.
