spywareguard 2008

spyware guard 2008 has taken over my computer. i can't run it in safe mode as some sites have suggested, and on the internet, it keeps redirecting me to websites unrelated to spyware if i type in an address that has to do with spyware or virus removal. everytime i remove the program and delete from recycling bin, it reappears within seconds. what can i download to remove this from my comp?
