Please clarify a bit.
Are you asking how to load vista onto a cd to boot from it like a portable OS, or how to load its installer on a cd?

If you're using OEM insert it into your disc drive, restart your PC and tap F12(I think) at boot up you should come to a screen asking your want to format.
