How to allow updates of over a metered connection using Settings
1. Open Start Menu > Settings > Update & Security > Windows Update.
2. Click the Advanced options link.
3. At the "Pause Updates" section, check the Enabling this policy will automatically download updates, even over metered data connections option.
After completing these steps, your device will continue to have restricted access to the internet, but updates will be allowed to download automatically as soon as they're released.
How to allow updates over a metered connection using Group Policy
1. Press Windows + R keys to open Run box.
2. Type gpedit.msc into Run box and click OK button to open Local Group Policy Editor.
3. Browse the following path:

5. Select the Enabled option.
6. Click Apply and OK buttons.
7. Please open the Command Prompt by typing cmd.exe into Start Menu, right-click on Cmd.exe, and open it as an administrator.
8. At the Command Prompt type following command and press Enter key.
