I would like you to check the system integrity of your Windows OS installation.

• Please right click the Windows logo (formerly the start button) at the bottom left of your screen.
  
• Please select "Command Prompt (Admin)"
  
• Please type the following command and press the key: sfc /scannow (Please note that there is a space between 'sfc" and "/scannow".)
  
• It should take about 20 minutes to run, if there are no serious errors.
  
• If the System File Checker reports that some errors were fixed, but some remain; please reboot your computer and run the System File Checker from an Administrator Command Prompt, again.
  
• If the System File Checker again reports that some errors were fixed, but some remain, please reboot your computer and run it a third time.
  
• If "Resource Integrity Violations" (errors) are reported that could not be corrected, or were not corrected after a third SFC run, then please navigate to the folder: C:\Windows\Logs\CBS and copy the file "cbs.log" to your desktop immediately. I am asking you do that because that file is dynamic, so I want to be able to examine a copy that is unchanged from the time that the System File Checker was run.
  
• If there are errors that couldn't be corrected, let me know and I will provide you with instructions as to how to upload the file
  

Can you also post back new HijackThis log after executing Sfc command.

When I try to run sfc /scannow it tells me another servicing or repair operation is currently running. This is my second attempt to run it.

I will advise you first to not run HijackThis on a 64-bit machine, as it will not parse the entries very well.

Please open Notepad (type notepad in the search box)

Next copy and paste the text inside the code box below into notepad:

• Name the file as fixit.bat, making sure save as type is set to " All Files ".
  
• Right click on fixit.bat & Run as admin <-- IMPORTANT.
  
• Reboot your computer.
  
• Post the fixit.txt log (on your desktop) for my review.

• Double click it to start it Note:You will need to right click the file and select Run as administrator and click Continue or Allow at the User Account Control Prompt.
  
• Click the check boxes next to Application and System located under Select log to query on the upper left
  
• Under Select type to list on the right click the boxes next to Error and Warning Note: If running Windows Vista or Windows 7 also click the box next to Critical (not XP).
  
• Under Number or date of events select Number of events and type 20 in the box next to 1 to 20 and click Run
  
• Once it finishes it will display a log file in notepad
  
• Please copy and paste its entire contents into your next reply

Please download the fixit.zip archive extract the batch script from zip archive and double click the fixit.bat batch script file.

I don't get an error, nothing comes up to run as an admin.  On the last restart I did get an system error that popped up.

The error messages is the reason i have ask you to execute SFC /Scannow command from Safe Mode.

When I press "Shift" while pressing restart I end up back at the normal start screen.  I never get into safe mode.

Do you have a another working computer if you do you can create Windows 8.1 Setup Media with using Windows 8.1 Media Creation Tool.
You can also try to invoke windows recovery environment by forcefully shutting down your computer soon after computer or motherboard logo finish displaying, you have to do this almost few times to invoke windows recovery environment.

I do have a laptop I'll try to use the tool.

After you have created Windows Setup Media boot your computer with Windows Setup Media and let us know please.

I have no idea why Windows Media Creation Tool not accepting 4 GB USB flash drive size of the USB flash drive is good try formatting the USB flash drive see that will help. You can also download the Windows 8.1 ISO image and use Rufus program to create Windows Setup USB flash drive.
