Slow pc, freezing, cannot access some files.

I am not sure if I can get help for this or not. My laptop is Dell Inspiron N1440 with Windows 7 OS. It is about 2 yrs old now. I have never had this laptop serviced or cleaned up and I think with all the use on it is making it slow. It takes at least 5 min to boot up and a few minutes to start from system resume. It constantly freezes and the only way I seem to get out of it is to start Task Manager. I am running IE right now and all of a sudden it will just close but when I reopen IE it resumes from where it was. I dont even know if IE is what I should run. Someone else suggested Mozilla Firefox. I have Norton free edition for antivirus which is newest version. I recently had my Sims game on here but had to uninstall because it messed up the operation of the laptop even worse. Also the last thing is I have 3 file folders i cannot access for some reason. In documents the Music, pictures and video folders under public documents is locked and I cannot access them. Thanks for your time.
