wont reset to fatory image settings

I cant seem to find the next step in restoring my dell PC with windows xp and IE8 to factory original settings by using the method they recommend by dell , it starts with toggle F8 next high light repair my computer , that's it I do not say repair any where? am I doing something wrong?

What model is the Dell PC? For older PC's use the method below.
Try starting the PC and pressing CTRL+ F11 at the Dell logo.
