dinamic programming

I am having a problem with dinamic programing i am in highschool and i know the basics strings/matrix/vectors ... but now i have to learn some techinques and i really dont understand this dinamic ... (this is for the olympics and the teacher gave me an example in a book and told me to learn... and i simply dont get it) please help
