Hard Drive Diagnostic Has taken over

I have this virus that owns my pc. i know how to remove it but i cant get it to boot in safe mode!! the virus shuts off my usb ports until windows starts, and my motherboard does not have ps2 ports!! It wont let me run MSconfig to put /safeboot in .ini!!

WHAT DO I DO without a windows disk or anything. i really dont want to format.

Download OTL by OldTimer to your Desktop.

• Close all windows and double click OTL.exe
  
• Click Run Scan and let the program run uninterrupted
  
• It will produce two logs for you, one will pop up - OTL.txt, the other will be saved on your Desktop - Extras.txt. Post both logs in this thread.
  
• You may need to use two posts to get it all.
