System is infected with antivirus soft...cannot disenfect system!

My wifes computer is infected with the "antivirus soft" rogue trojan. I cannot access Safe mode (system just reboots /loops back into windows), the registry. it opens and then closes Add/remove programs stating "*****".exe is infected as it does with any other malware removal program (to include Malwarebytes). I cannot do anything with this system. All the help on the internet says I need to go into safe mode but this is impossible...
