What is wrong with my computer

This happened to me about 8 months ago. I am running vista. There was a time when I could download anything to my computer, I loved games and on a daily basis I would download games. Then one day it just stopped downloading. Actually it would say this is a binary file and it would download but then I could not open the file, and it was not anywhere on my computer. People told me to go and download this program but I can't download anything at all. Well now I keep getting this anti virus soft that keeps popping up, and before I would just do a system restore and It would go away (does this have anything to do with updates?) now it's back and I can't go into my system restore or the page where I delete my cookies. I did have Avast and the other free anti virus but I removed both of them. What can I do? I created another user account and I can download anything on that, but I want to be able to download on my main account and get rid of the "fake" anti virus but how can I do anything If I can't download anything.
Can anybody help me please.
