Help! No internet, "anti virus pro" virus is destrying me.

It will not let me open any program, i even have a norton disk, but cannot download becuase i can't open it.

For Example: i treid using chrome to go online but it says

"Aplication cannot be executed. This file Chrome.exe in infected. Do you want to activate your antivirus software now?"

• Please download DDS by sUBs to your Desktop (Important!!) from one of these locations:

• Double click DDS.scr to run.
  
• When complete, two logs will open. Save both of the report to your Desktop.
  
• Copy and paste BOTH LOGS back here, use more than one post if needed.
