System Security Virus Removal-HELP!!!

Windows XP Professional - infected with i believe the systemsecurity virus - not able to run any exe files - anti-virus - task manager - etc...

I have tried multiple suggestions and spent hours working on this issue - still can not get anywhere
I am able to boot up in safe mode and install Malware Bytes - however it will not let me run it - i have renamed the application and it just acts like its loading up and then nothing happens - it will not allow me to do a system restore and i have tried adjusting the reg keys

please any help is greatly appreciated!

Please download the current version of HijackThis from HERE

• Double click and run the installer.
  
• It will install to C:\Program Files\Trend Micro\HijackThis\hijackthis.exe
  
• After installing, you should get the user agreement, press accept and Hijack This will run.
  
• Select Do a system scan and save a log file. This will open a notepad file of everything Hijack This found, copy and paste it back here.
