URGENT HELP NEEDED

I have had to do a system restore due to some things that wouldnt work on my pc but did before,
Now that ive done that nothing seems to work, i can get online no problem but when i try and right click anything on a webpage nothing happens and also when i try and click any download link nothing happens either,

Ive tried to adjust the Internet Options but all that happens is the internet options window comes up and dissapears immediatley

im not sure what to do

Please can you offer help??

Please download ISeeYouXP by ShadowPuterDude and save it to your Desktop..

• Double-click ISeeYouXP.exe, It will be extracted to C:\ISeeYouXP folder; and a shortcut to ISeeYouXP.bat will be placed on the Desktop.
  
• Double-click the ISeeYouXP.bat shortcut which is placed on your Desktop.
  
• Please be patient as ISeeYouXP will take a few minutes to complete the scan..
  
• After the scan finish, you will see a textfile ISeeYouXP.txt on your Desktop..
  
• Please attach that textfile in your next reply.
