Windows police pro is getting the best of me! :(

Window police pro keeps popping up on my computer.
I do not know how it came on my computer.
I tried using these instructions:

but when I download and try to open, IT WON'T OPEN.
Nothing opens actually. AIM, Mozilla, Picasa, nothing! other than windows explorer.

Try this. Download and save it in your Desktop, Rename the extension from .exe to .SCR. And try running it Check whether it install then ?

Double Click mbam-setup.exe to install the application.

• Make sure a checkmark is placed next to Update Malwarebytes' Anti-Malware and Launch Malwarebytes' Anti-Malware, then click Finish.
  
• If an update is found, it will download and install the latest version.
  
• Once the program has loaded, select "Perform Quick Scan", then click Scan.
  
• The scan may take some time to finish,so please be patient.
  
• When the scan is complete, click OK, then Show Results to view the results.
