System Security

This is on my computer and I can't get rid of it! The problem is not the virus itself, I think I could get rid of that without too much problem. The problem is that I cannot access anything on my main administrator account, every time I try to open a window (Firefox, control panel, task manager, etc) it just beeps once and doesn't do anything else. And when I go to the guest account and try to use any of the removal programs I have found (from this site mostly) I get a message that says I do not have the proper authority.

I've also tried to start in safe mode or reboot, but nothing works. When I click to enter safe mode, the computer just restarts and gives me the option to start in safe mode again (over and over). This may be a separate problem all together, because I believe it has done this before.

Any help is greatly appreciated!


EDIT: I don't know if this is relevant to the current problem, but there is a process on my task manager that will not delete. It just moves to a different slot. The process is: wscntfy.exe.

Go to Start > Control Panel > Add/Remove Programs and remove the following programs.

Ask Toolbar

Next,

• Open HijackThis
  
• Choose "Do a system scan only"
  
• Check the boxes in front of these lines:

Please download and run this tool.

Download Malwarebytes' Anti-Malware from Here

Double Click mbam-setup.exe to install the application.

• Make sure a checkmark is placed next to Update Malwarebytes' Anti-Malware and Launch Malwarebytes' Anti-Malware, then click Finish.
  
• If an update is found, it will download and install the latest version.
  
• Once the program has loaded, select "Perform Quick Scan", then click Scan.
  
• The scan may take some time to finish,so please be patient.
  
• When the scan is complete, click OK, then Show Results to view the results.
  
• Make sure that everything is checked, and click Remove Selected.
  
• When disinfection is completed, a log will open in Notepad and you may be prompted to Restart. (See Note)
  
• The log is automatically saved by MBAM and can be viewed by clicking the Logs tab in MBAM.
  

Note:
If MBAM encounters a file that is difficult to remove, you will be presented with 1 of 2 prompts.
Click OK to either and let MBAM proceed with the disinfection process.
If asked to restart the computer, please do so immediately.
