I doubt that if your ISP is tracking you, it will slow down your internet connection. You can test your internet speed at:
www.speedtest.netwhile testing refrain from downloading things to get accurate results.
You say that you have a wireless connection, wireless connection can be slower than a direct connection using an ethernet cable. Perhaps your internet connection is being tapped by someone near you, this causes your bandwidth to be used up. So you might want to read up this post on wireless security:

I'm sure you have antivirus software running, and that can cause a slowdown. Check the settings of your software and make sure it isn't doing any checking that it shouldn't, i.e., checking outgoing email.
You might want to try a different browser. IE is notorious for being insecure, and I'm sure that either you have to run a popup blocker, or those popups are driving you crazy! I strongly recommend Mozilla Firefox as a browser. It is free, fast, secure, and automatically blobks popup windows.
Malware can also cause your bandwidth to be eaten up. So you can get your HijackThis log analyzed in the Malware forum to check for lurking malware.
If everything appears to be fine, you might want to contact your ISP.
