I am having the same problem on my desktop PC. System Security blocks the opening of all files and downloads. It will not allow me to run HijackThis or mbam-setup. Is there any way around this other than reformatting my hard drive and reinstalling Windows XP?

Is the the Hijack This setup file?
If so, right click and rename.

Rename it to winlogon.exe and see if it will run now.
