Are you trying to upload the program so other users can download it, or you want to make a custom IRC box onto your website?

Webs does not itself support IRC. If you find an embeddable IRC client on another site, you can insert it into your site using the Custom HTML widget (in the WidgetBank under 'extras' in the SiteBuilder).
