cannot run any program or run a downloaded program

Every shortcut or if I go into the folder of the shortcut I get the following msg.
windows cannot access specified device,path, or file. You may not have the appropriate permissions to access the item. If I download a program to help me lick this problems I get the same error msg.
I was running avast and now its not on the task bar. And I cant run it from the folder location. I got xp defender and it found several worms, malware and it was deleted I think. I cannot fdisk, format, reinstall windows xp. I need help desparitly

Download OTL.exe by OldTimer to your Desktop.

• Close all windows and double click OTL.exe.
  
• Click Run Scan and let the program run uninterrupted.
  
• It will produce two logs for you, one will pop up - OTL.txt, the other will be saved on your Desktop - Extras.txt. Post both logs in this thread.
  
• You may need to use two posts to get it all.
  

As I said in my original note, I cannot run downloaded programs.

repeat I cannot run any app or downloaded program. I cannot even access any icon in my control panel.... I need help I dont want to throw away the drive.

Can you download programs from another machine and transfer them via USB?

Ive downloaded with another computer and burned it to a CD. But when I put it in the infected comp. Click on the icon get same error msg. So I think if I use USB it will tell me the same error. Dell wants 129 dollars say they can fix it. I can get a 1 Terabyte WD drive for $99. Im trashing the drive tomorrow if I dont get any workable solutions to my problems....

• Accept the End-User License Agreement.
  
• The Recovery Console will be installed.

• Allow combofix to run
  
• Post C:\combofix.txt back here.
  
  Note:
  Do not mouseclick combofix's window whilst it's running. That may cause it to stall.

I just trashed the drive and bought a 1 TB drive. I am now going to get the programs you suggested so I will have them.
