white screen on dell inspirion 1525

When I turn power on all i get is a white screen. I cannot even get to safe mode. Do you think its the screen, hard drive? Also tried booting up with operatign system disk in and still nothing. Any ideas?

Sorry Could You Tell me Exactly what comes up before the white screen.

Nothing really. As soon as you power on its a white screen:) Cant even tell if its booting up. Trid turnign power on and hitting fn, tried hittign pf8 but nothing - just a white screen.. Sometimes after a while it makes a sound like a ringing bell.
