System restore disabled - my exercise in futility

I got the super nasty system security virus yesterday, and used malwarebytes in safe mode. To get rid of one dll file, I need to reboot. After reboot to "regular" mode, the icons show on the desktop, but there is no connection to them, and even worse, no tool bar at the bottom, no start link, nothing. It's a dead screen, man.

So I go back into safe mode, hoping to retreat to the Alamo known as System Restore. System restore gives me nothing but a window that says "you cannot repair your computer this way, please restart and try system restore again." Again, in safe mode, nothing. I have been beaten and abused.

I just want to go to system restore and start over. Is there any way other than doing hijack this in safe mode and posting the log? Defrag is not working either.
