Microsoft Windows Update website doesn't work

I have a Dell Latitude D610 with Windows XP Professional SP3.  I finished installing the drivers, .net framework, after a clean install using an Dell OEM OS reinstallation disc.

Steps I have tried that didn't fix the problem: Deleted browsing history within internet explorer
