I'm using comodo firewall pro and avast antivirus on windows xp.
I recently switched my internet service from verizon to my local cable company ( cablevision ) and my connection has been slow as ****.
In internet connections it shows that I am connected at 100.0 Mbps so I don't know whats wrong.
If I open up my firewall the only traffic it shows is this

application protocall source destination bytes in bytes out
svchost.exe udp in/out 0.0.0.0 :68 255.255.255.255 :67 43.617kb 1.349kb

The bytes in and out changes. This is what was there at the moment.

It shows this service as using 100% of my resorces

Also if I click on network from my firewall main page it shows a bar graph of what is being used and it looks like this

tcp 98% udp 2% icmp 0% others 0%

I have run spybot and avast and they didn't come up with anything. I need help

100Mb/sec is the reading of the network card and has nothing to do with Internet.

In order to solve you problem you have to disclose numbers (fast and slow are psychological terms).
.
how fast (in numbers) was your Cable contract, and how fast was Verizon.

As an example my own Cable Internet is 8Mb/sec by contract, and my DSL backup is 1.5Mb/sec by contract so my DSL by nature is 6 times slower than the cable.

DSL MTU is different than cable so try to optimize the TCP/IP stack.

Failing this, a further reason for the issues you are experiencing may be malware related so read the Doc,s instructions in the Malware Removal forum and post your HJT log there.

Upon thinking about your situation some more, im even more convinced that Malware may be the cause.

svschost.exe is a generic host process name for windows services that run from dynamic-link libraries.
Windows requires a lot of services to function in a stable enviroment and most systems have many svschost.exe processes running at once because if every single service ran under a single svchost.exe instance, a failure in one might bring down all of Windows… so they are separated out.

Although each system is different and there are a lot of services required by Windows, it is unusual for this host process to consume that much of your available resources.

This is compounded by the fact that many newer forms of Malware infections are capable of listing themselves as a svschost.exe processes and therefore seem to be genuine windows services.

One tell tale sign is to check and make sure that each svschost.exe process is running in system32.
If it is running anywhere else, it is most likely Malware.

Thanks for replying DL!

Im always happy to take your advice because i know what your capable of from previous help that you have given me.

I sort of had a feeling that this problem wasnt totally network related after resetting my tcp/ip stack didnt help much, but your other answers have pretty much convinced me.

I will post a Hijackthis log in your malware removal forum after following the instructions given.

Thanks again for your help My Buddy
