Is there any free boot able site to make a disk to recover and then restore

Is there any free boot able site to make a disk to recover and then restore my wife's computer dell

at least I have another good working computer with vista IE8 no floppy just a CDR type to make a disc if possible.

The problem PC has windows xp and IE 8 Dell desktop what I'm needing help with ,here is whats happening

On restore while toggling Ctrl F11 I get a black screen with a blue bar at the top. Inside the bar it says "www.dell.com". On the next line on the black screen it states "Loading PBR for descriptor 2...done." I cannot break out of this. I have run the Dell Resource disk and ran several diagnostics, but still cannot boot up and cannot break out from this message. I have tried to toggle F8 for a safe mode and it wont respond
I'm stuck. Help!

There are many, many boot utilities. I know nothing of the subject, but you might try out http://www.ultimatebootcd.com/. Most utilities are for advanced users - hope you are comfortable handling them (if not: try and get some local help).

WHAT A SITE . IN MY TRAVLES TODAY i STOPPED IN A COMPUITER STORE AND A NICE GUY GACE ME A DELL operating system Reinstallation disk , W2K+SP2. now what do I do what will appear on my screen and which option could I choose? ,, the problem is it just stops and a message cant see disk 0 ?
I have windows XP and IE 8 with a Dell inspiron tower desk top , I'm not that savey on this stuff just the simple basics. ,what I wanted to do be for I got this disk was to try to download a good boot disk for the bad computer but my good computer is vista basic and IE 8 SO I don't even know if this is a good Idea?
