Desktop icons, taskbar, everything but wallpaper gone. Can I do anything to fix?

My pc started acting up about a month ago and one by one my programs wouldnt work saying current user isnt authorized to access. But there is only one user on the computer. So eventually I could not open any programs, internet, control panel, or anything. And then one morning I turned it on and the desktop icons were gone and no taskbar at the bottom. My desktop wallpaper is still the way i set it. nothing happens when I rightclick and when I ctrl alt del it says "task manager has been disabled by the administrator" So thats where i am now. I don't have any idea what to do at this point if there is anything at all. Can u help please? Thanks.

Please download the current version of HijackThis from HERE

• Double click and run the installer.
  
• It will install to C:\Program Files\Trend Micro\HijackThis\hijackthis.exe
  
• After installing, you should get the user agreement, press accept and Hijack This will run.
  
• Select Do a system scan and save a log file. This will open a notepad file of everything Hijack This found, copy and paste it back here.
  

I can't do anything at all on that computer I can't get online and download anything or install anything. There is nothing on my screen.

Sounds like explorer isn't loading.

Please do the following in Safe Mode with Networking: as the computer is booting press and hold your "F8 Key" which should bring up the "Windows Advanced Options Menu" as shown below. Use your arrow keys to move to "Safe Mode with Networking" and press your Enter key.

Note: With some computers if you press and hold a key as the computer is booting you will get a stuck key message. If this occurs, instead of pressing and holding the "F8 key", tap the "F8 key" continuously until you get the startup menu.) Once in the start up menu, select "Safe Mode with Networking".

After booting to safe mode, does explorer load?
