Annoying, please help!

I have a Toshiba Satellite A205-S5812 running on Windows Vista and I was wondering if there was a way to turn this off.



Whenever my mouse hovers over the top of the screen it always slides down. It's annoying to me and for the year that I've had this computer, I haven't used it once. Thanks.

I'm not sure what that is because I don't have a Toshiba PC, can you post a HijackThis log for me to take a look at? I might be able to see the startup items and disable it for you.
