how do i activate wamp server from being offline, i wanna run a localhost on it online

You should notice a small icon in the bottom right corner of your screen changing from red to white.
By left-clicking on the icon you'll get to the server options. The meaning of the icon status changes are shown as 'WAMP offline mode' and 'WAMP online mode.

WampServer is basically server software based on Windows and is primarily used for the web development environment on a physical or even virtual web server.
The main advantage of this software is that it allows you to utilize Apache, PHP and the MySQL database's all within the one package.
