Sorry dude but the only way to unlock a dell is to find a hacked bios for your system (ie. a bios that someone has created that will work with your board and allow you to change settings).
They are very rare and you may have to search around a bit, but even if you do find one it most likely to be buggy or unstable.
Some of the newer Dell's run an Asus mobo which can be unlocked with the latest version flashed, but your out of luck with a Dell board n chipset.
As far as i know anyway.
Thats one of the main reasons i always build my own systems and dont purchase of the shelf!

Its safe, but dont expect massive O/C performance stat's or major increases in hardware capability!
