What fan you talking about, at the most you only can keep them running at 100% fan duty cycle.

Why would you want to overclock a fan?

If your computer detects a certain component overheating, the motherboard will automatically increase the fan speed.

You mean PWM cpu fan.

You could run them at a higher voltage, (if not using PWM that is)
