my explorer bar and icons are gone form desktop

i try to use task manager to bring up explorer.exe but it says ( windows cannot access the spcified file device,path, or file. you may not have appropriate permissions to access.) So i discovered your site while looking for help. and when u reply also what is svchost.exe because there's like 7 in my processes.

please reply as soon as possible thank you very much for this great site!

svchost.exe i believe is a necessary system process however explorer.exe should be able to be brought up by logging off then back on or as you tried using task manager click new task and type EXPLORER.exe
